Types of Users under GEM Registration

GEM Buyer Registration has three types of users namely:

 

  1. Primary Users
  2. Secondary Users
  3. Verification Authority.

Primary Users

  • Primary users are authorized persons. In primary users mainly Head Officers at the sub-centre, PSU, Deputy Secretary, etc. are considered.
  • They have no right to place an order under the GEM portal but they can appoint the secondary users for placing orders.

Secondary Users

  • They are appointed by the primary users.
  • The user id is created by the primary users and secondary users create the password.
  • All transaction for purchase on GEM portal made by the secondary users, they are officially liable for the transaction made.
  • Consignees, Buyers are considered to be secondary users.
  • Primary users decide the rights to be given to secondary users.

Verification Authority

  • They verify the detail of the primary user.
  • For being registered under verifying authority the officer should have one low rank or one high rank.
  • They have the right to remove the primary users when needed.
  • They have no role in the process of registration in the GEM portal.

GEM Registration For Seller

  • For seller registration under GEM, only the authorized person can be registered as a legal entity and primary user such as directors or proprietors or partners (as applicable).
  • For Participating in e-bidding offering products and services by the secondary users, the primary users create accounts for secondary users within the service provider or Seller or Company or organization.
  • Some rights can be given to the secondary user by the primary users.
  • But in this case, secondary users are not liable for the transaction done under the GEM portal, Primary users are responsible for the same.

There are 3 options available on GEM portal for the buyers namely:

 

Direct Purchase

  • Direct purchase can be made on GEM when the purchase price is less than Rs.50000.
  • The buyer can select any product as per their specification.

Bidding

  • Bidding is an offer to determine the value and cost of the product or services by an individual or business.

Reverse Auction

  • This is a type of purchase where the role of sellers, as well as buyers, are reversed.
  • In this type, the prices are decreasing as the seller underbid each other to obtain business from the buyer.

GEM Provides Communication to Buyers and Sellers

  • GEM used multiple modes to communicate with buyers and sellers, of the email, and SMS is the best mode to communicate.
